Kean, Crow Reintroduce Bipartisan Legislation to Block Adversaries from Exploiting Critical U.S. Technology

(August 8, 2025) WASHINGTON, D.C. – Today,Congressman Tom Kean, Jr. (NJ-07) and Congressman Jason Crow (CO-06) reintroduced the Bureau of Industry and Security Information Technology Modernization Act (BIS IT Modernization Act), a bipartisan piece of legislation aimed at strengthening the United States' export controls and protecting national security interests.
This legislation would upgrade the Bureau of Industry and Security’s (BIS) outdated information technology systems at the U.S. Department of Commerce, ensuring the United States stays at the forefront in a rapidly evolving global security and trade environment.
As our foreign adversaries, such as China and Russia, race to advance their technological capabilities, the threats to our nation’s security and economic success are becoming increasingly more complex. By modernizing BIS’s digital infrastructure, this legislation provides the bureau with the tools needed to ensure U.S. technology never strengthens the military or industrial base of our nation’s adversaries.
“As America’s adversaries, like China and Russia, become more brazen and aggressive, it is more important than ever to strengthen our export controls and sanctions enforcement to protect our national security,” said Congressman Kean. “The bipartisan BIS IT Modernization Act is a critical step to ensure the Bureau of Industry and Security has the modern tools it needs to keep American technology out of the hands of those who seek to use it against us and our allies.”
